The Regulators are a company of Antiterra, half liberators and half regulators, who drove out English armies and devils and were martyred in an attack in 1889. Their fall is the point where the uchronia sets in.

Nature
They were “a mixture of several powerful groups, or of two powerful groups”, hence their double nature, “half liberator and regulator”. They are also named as responsible for the timelines: they “tried to change things, to go to the future to see what it was like.”
History
As liberators they were among the first to beat the English armies, in a saga of decolonization. As regulators they retook France, seated their power in Carcassonne, and in 1889 liberated Paris, carrying out “final political transformations”. They reached Venice sooner than expected. They executed demons and devils along their way, and the devils lost to them.
In 1889 an attack eliminated them. It “was the only moment that Pablo found”, the point where the uchronia sets in. After their fall the end of the Antiterra cycle passed to other hands. Any change to them alters the whole timeline. Today they are counted, at the middle level, as an active force driving the devils out and “going around” alongside their enemies, and as possible enemies themselves.
Means
They always stole and used the gifts of the Atlantean Sparrows. Through deals with third parties they have access to the portals of Paris. Their one named object is the Hammer of the Regulators, tied to 1889 and “a tremendous explosion”. Millenarian sects speaking of the end of Antiterra are the one indicated, speculative, way to approach them.
