Tsilliv is a four-eyed reptilian sorcerer, leader of the Consortium Twelve that governs the Kaliyani, a renegade Heqeti sub-race. He resides in the Kaliyani Pits of the Ardis Vala Mega-Dungeon.

Consortium Twelve
Under Tsilliv the Kaliyani of Ardis Vala form an oligarchy of twelve sorcerers: Tsilliv as titular head and eleven others, not individually named. They prefer consensus among peer sorcerers to single authority, unlike the Heqeti theocracy under the Great Tongue, the Varumani feudal monarchy under the First Thegn, and the centralized papacy of Pope Alejandro Sixto.
History
Before the Defeat of the Varumani, Tsilliv sent a Kaliyani scouting party under the sorcerer Rivvep across the Floor of the Great Chasm. A Varumani hunting party discovered them and killed the scout; Varboka offered a bounty of a hundred gold pieces per Kaliyani fang. Tsilliv was preparing a reprisal when the Varumani were defeated. The Seekers mention a “75% agreement with the Caliyanis”; its details are unconfirmed.
After the defeat, the bounty lapsed, and the Consortium and Rivvep’s scouts can move freely. Possible outcomes:
- alliance with Reepsiq, limited by the old enmity (the Kaliyani renounced Kauket);
- rivalry with the Pope, as an oligarchic alternative to his rule;
- alliance with the Seekers, if both reject the summoning of Kauket;
- tactical alliance with the Priscians and Nerub Null, a secret sorcerous order.
Description
A modified Heqeti with a reptilian-amphibian body and four eyes giving panoramic vision. From his Heqeti heritage: toxic skin, possibly paralyzing, and immunity to charm and hold. He may have specific Kaliyani spells and acid resistance.
