Captain Skellerang is an imperial official in Caldero who coordinates with adventuring groups serving the civil-imperial apparatus and funds La Jabalina (“the Javelin”).

Role
According to Mascor Blancarba in the Caldero Gazette, his funding let La Jabalina equip its members with magic robes, imbued weapons and specialized boots. The arrangement is a contract with clauses both sides handle carefully: La Jabalina operates under his tacit license, and he gains a group able to act where the civil-imperial apparatus cannot reach. His funding also makes possible the group’s base at the Bastard Cromas.
His duties:
- processing the documents La Jabalina needs to operate legally in Caldero;
- providing equipment funds from a discretionary imperial budget;
- coordinating with the church (Temple of St. Cuthbert, Jenya Urikas) and the city guard;
- reporting to the metropolitan apparatus, discreetly when details might be badly received.
Tensions
- Metropolitan apparatus: he must justify spending that surface bureaucrats do not fully understand; the discretionary margin is not infinite.
- City guard: it claims exclusive jurisdiction over urban security and at times resents his tolerance of La Jabalina.
- Church: Jenya Urikas practices a heterodox divination the metropolitan Orthodoxy does not fully approve; he manages that doctrinal border knowing when not to ask.
Status
He is no hero, paladin or major cosmic figure but an intermediate official of the institutional light pole. Arkos notes that without him La Jabalina would be a band of outlaws persecuted by jurisdiction.
