Uruk is the capital of the orb Vala, on the River of the Sun, tributary of the River of the Moon, in San Mesopotamia (see Pampean Geography of Vala). Seven houses govern Vala under the presidency of the Blue House, descended from Gilgamesh and holder of the crown.

King Baram I was set aside from the ceremonial cycle by the meteorite that turned Tres Arroyos into Desastroyo; a substitute king performs the rites, and Prince Debo is a candidate.

In the New Year cycle, the king receives expiation and disappears on day four; on day five the gods gather on the Island of the Middle, reached only through bird-footed ferrymen, and at noon the king or substitute receives the houses. It ends with the hierogamy of king and priestess and the reading of the defeat of Tiamat’s dragons, which founds Uruk’s legitimacy.

The White House of the southern White Towers, the second house, is withdrawn from government, tied to the moon Listasint and the Dragon Kings. The other five houses are unconfirmed.
