Doc Monroe is the president of the New York that became the world, and the guiding figure of its regime. His name reflects his program: the Monroe doctrine taken to its extreme. In Earth-212, where the fractal city occupies the entire planet, “America for the Americans” means that the whole world is America and belongs to it.

Under his mandate crime prevention is the order of the day: the city that learned to foresee the 9/11 attack now watches everything that is going to happen. Superheroes were recruited as the police of this order. The planet-corporations (Wanderers), beginning with Mars, align with his government and its defense minister, promising to “eradicate terrorism beyond Earth.” Doc Monroe is the civil face, in formal suit, of this machinery of total order.
