The Wheel of Fortune is the Ferris wheel of an old amusement park at the end of the rails in 2087, which became the base of the exiled Russian soldiers.

It appeared turning in the distance as the train crawled there among rusted trains (the white train in one account, the red train in another). In the surrounding water it doubles, and wheel and reflection do not always match — hence “the double Wheel,” center of the mirage town. The House of Horror and its rubber cult lay ten blocks away.
The Russians, led by Miss Kremlin, secured its perimeter; for the first time since losing their stronghold the band had a base, with the wheel as tower and a cathedral built. From there they closed the cycle of the show pursuing them.
