Phlebotomas Plumthorn is the leader of the band of evil halflings who occupy the entrance to the Halls of Thoth in the Ardis Vala Mega-Dungeon, and the maker of a particularly virulent poison.

Operations
- Extortion: he demands tribute from anyone entering by the pyramid of Thoth, charging adventurers, merchants and pilgrims for passage. His quarters lie past the entrance border.
- Poison: he trades his recipe clandestinely in Ritornello (Burdock’s Valley), Narsileon (an imperial exarchate) and possibly other cities of the Archontean empire, whose authorities pursue him without success. Buyers include evil nobles, assassins and black-market merchants.
Band
Roskelly Winterleaf (his second and chief thug); three halfling warriors (studded leather and shield; spear, club and sling); three skilled halfling thieves (light leather; short sword, dagger and sling); and lesser halflings. He has only recently settled in the dungeon.
Relationships
- King Weskenim’s Goblins — main enemies, resenting his arrival and seeking to exterminate his band.
- Archontean imperial patrols from Ritornello and Narsileon.
- Lady Deino — a neighbor; trade is possible.
- After the hiatus, with the entry of Ravenloft and Pope Alejandro Sixto’s centralization, he is a minor figure with more freedom (no Varumani patrols); whether he submits to the Pope, is eliminated, or allies with the goblins is not settled.
