The Scepter of the Regulators is a ceremonial scepter capped with intertwined bronze serpents. It is the emblem of the Regulators, the band that closed the cycle of Antiterra, operating from the Mediterranean to Paris in 1889–1901 A.D.A. The entry also places them as agents of time around 1946 A.D.A.

The Regulators defeated Barbatos, First Lord of the First Hell, and the Eiffel Tower Tournament was the climactic episode of their gesta (campaign-cycle). A link between the scepter and Sigil (City of Doors) and with the council of the Inevitable, a legal-mechanical entity, is considered plausible, given the planar character of the group.
