Description

An apparently mid-to-high-ranking diplomat with connections at the Serbian court, with no supernatural abilities, but holder of a significant fortune whose inheritance he settled in favor of Vivescu. Their affair is suggested by letters and documents Philippe found in Vivescu’s room at the Grand Hotel.

Death

He was killed between a train journey and his arrival in Bucharest. The Circle of the Serpent coordinated the murder as part of a many-sided conspiracy: to remove the legitimate line of custody over Vivescu; to let Vivescu inherit the fortune and so become open to manipulation; and to create a political distraction in Belgrade and Bucharest.

Vivescu learned of the death through letters received at the inherited mansion. The group at first suspected Vivescu (“did you kill him?”), but later confirmed that Bandy was the Circle’s victim. His death freed his inheritance: money, properties, possibly secret documents implicating the Circle.

Role

Bandy is one of several Serbian political figures manipulated or eliminated by the Circle, along with Milan I of Serbia (exiled), Aleksandar I (under political pressure) and Draga Machine (murdered by Swan). His death left Vivescu an involuntary heir in a deadly political game.
