Congress names two unrelated assemblies: the Continental Congress, sole political body of the American colonies, which is to found the nation; and the congress of the giants, a gathering where giants capture dragon eggs.

The Continental Congress
It is the only political body of the American colonies, “legislative as well as executive, and in some sense judicial”; without it there is no Constitution and no appointment of a guardian.
It deliberates only when three things coincide:
- Seat: “It is in Philadelphia”, where Washington leads “the congress that will be… the constitution of the country”.
- Date: “On July 4 the Continental Congress is called.”
- Presence: “In 20 days Washington would arrive and a vote would be held in the Congress.”
Its acts: founding the nation (“we are a first state of the union, there is a president”) and giving a constitution to the Estados Libres de América Unidos (“Free States of United America”); choosing “the bald eagle as national emblem”, in 1792, two years before the company’s arrival in Antigua; and voting to elect a guardian, an office never defined.
Hamilton took part in it or in an earlier session: “we were together in the congress of Philadelphia”.
The congress of the giants
In another, unlocated region, marked on maps as dangerous to cross, giants meet in the open air, where “they gather and capture dragon eggs”, and throw “rocks and ballistae” at those passing. No link between the two assemblies is recorded.
Conflicting accounts
- Some place the Congress in Philadelphia, others its politics in New York.
- The eagle date implies the company arrives in 1794; another note places the action in 1784.
- The congress “has not yet begun”, yet Hamilton was already in “the congress of Philadelphia”: two sessions, or a discrepancy.
Open questions
- What a guardian is and what it guards.
- Its membership, rules and hall.
- Where the giants’ congress is, how often it meets, and what they do with the eggs.
