Trained in papal diplomacy, he rose through Richelieu’s trust. In 1648 the Paris Parlement, with Omer Talon among its voices, refused the crown’s fiscal edicts; barricades went up, and in January 1649 the court fled to Saint-Germain-en-Laye. Pamphlets called him a miser and a foreigner. His field instrument was Francisco de Cominges, Captain-Lieutenant of the Guards. François de Vendôme, Duke of Beaufort, a Fronde leader, was his declared enemy. Proclamations rang on the Pont-Neuf; the Cour des Miracles lay beyond his direct control.
