Black Network / Red Circle is a faction mentioned as a potential power to create strong order. It is presented not as pure evil but as a functional hierarchy, in contrast with the Harpers (paladins of the Light, white beards, noble causes).
It is tied to rebuilding the empire through a unified religion. It is lawful but not necessarily good.
