Minister (until Artelos) is a voice that says “The Minister until Artelos waits” at the close of the day, apparently an authority of the Library of the Heresiarchs in Dis.
She has been mentioned but not yet found, and is not seen directly. The figure of the second circle analyzes her from the outside. The name may be distorted.
